    The bit you referred to is not the legislation... it is just an interpretation of it.
    A Government interpretation, so one would hope that it is correct, but in this case it appears to avoid stating when that 14 day period starts.

    Can you see the last sentence there?
    Where the legislation says "the cancellation period ends at the end of 14 days after the day on which the goods come into the physical possession of the consumer".

    So you were still within the 14 days... as specified by the legislation.

    Now, Frugal_Mike has pointed out that the legislation only insists that the cancellation notice be sent within 14 days.

    That means that by sending the package back on 21st Sept you were only nine days into the 14 day cancellation period.

    So going back to the question in your original post:

    He wants the seller to give him his money back since they cannot perform their side of the contract

    What part of that are you not getting?
