It depends entirely on the flavour.

You can report them if it was a strawberry flavoured bean, for example, but not if it was toffee.

"Jellybean" is a variant of the Android operating system and is free for everybody, your complaint is that a 3rd party company may have sold you dodgy hardware that just happens to run that free operating system.

What make and model tablet is it? I have had one such called Momo8 which didn't work, I had to find the stock ROM and reflash, then it worked again. This may work for you. Provide some tablet details and further help will be likely!
