you get a free certificate of posting from the POST OFFICE, by posting it there and asking for one0 -
Please dont advise people to post appeals to UKPC its wrong advice
UKPC have a live system along with Parking eye/PCM where you can not put a wrong combination of REG/PCN number and its logged immediately on their systems the minute it is sent and it generates an automatic email reply.0 -

their online system is perfectly fine for this - unless it was a rangers generated one.

So basically copy and paste the template on the online system but put the *I am* Registered Keeper obviously not the Driver0 -
