PCM Ticket

Hi,
Hope you can help, just struggling to understand how I deal with a recent ticket.
I have a parking space designated to my property with an in car permit required for display. Over the bank holiday I neglected to put my permit in the car, saw a PCM inspector around my car & shouted out the window at him that my permit was in the glove box.
I rushed downstairs, by which time the ticket was stuck to my screen which he could not revoke, or so he claimed.
He did, however, take photographic evidence of my permit that I took out for him & again in the car. This forms part if the photographic evidence of my PCN number.
The car is registered to my company. They are the registered keeper.
I have read the stickys threads & cannot understand the section that states to wait until my company receives an NTK before appealing. I thought the soft appeal had to be made within 28 days of the window ticket. I'm mindful about missing appeal windows etc. Is there any merit in me appealing via PCM's website at this stage or naming myself as the driver?
Also, any further advice most welcome. I've spoken to the management company of my development (the PPC's client) who refused to help me.

read the bottom paragraph of post #1 of the newbies thread sticky
then you will see exactly how to deal with this
which is appeal as KEEPER using the template letter direct to the PPC asap
the template letter specifically says KEEPER for that reason, it fits all cases ( registered keeper / keeper / driver )
this is done about day 21 normally but can be earlier as its not your vehicle0 -

depends on the PPC, some are online appeals, some are email, all usually accept snail mail with free certificate of posting at the P.O.
the details should be on your pcn, so check it , plus check their website too0 -
The PPC are 'Parking Control Management'. They do have an appeal section on their website I think, though not sure how there is any proof of postage with that method.
Presumably the template letter, aside from the 'To' & 'PCN No.'fields, is a simple copy & paste exercise. My main aim is to receive a POPLA code presumably?

correct, as its unlikely they will cancel, but you never know
I assume they are in the BPA in which case you should get a popla code (you should be checking these basics)
each PPC has different appeal procedures, so its your job to read what they are and decide whats best for you, but the template letter is drafted to be used "as is" and copy and paste , only adding carefully worded extra points where its warranted, then use the appeal methods listed on their website or paperwork (not asking us about those basics)0 -

Also, they do not appear to be a member of the BPA by the looks of things, but are 'accredited' by the IPC. Is this a similar recognized body as the BPA?0 -
Just to add, the online appeal system requires names & addresses.
Should my employer be making the appeal on my behalf and how mandatory is this information?0 -
Since PCM jumped ship from the BPA to the IPC, they stopped accepting any appeals based on no GPEOL because their signs moved over to the contractual nonsense.
You need to check the wording on the signs and take a photo ASAP. Are they old BPA signs? If so, you are lucky and it should be an easy win at the IPC IAS. If they are the newer IPC signs based on a so-called contractual agreement, it is going to be harder to win.
You say this is your own parking space? Leasehold? What does your lease agreement say about having to display a permit?0 -
I am a tennant at the property, though not for long. The photographic evidence shows the sign. It refences the IPC and that a valid permit should be displayed.
The photographic evidence also shows pictures of my fingers holding a valid PCM permit for the space at the time of the 'offense'.
I shouted out to the inspector that my permit was in my glovebox, which I subsequently produced for him.0 -
No we need more details of the signage around the ground a of the parking area. This is important as you are dealing with and IPC PPC not a BPA one. Their car parks tend to work on a contractual model and we are increasingly finding that appealing to the IPC requires a different approach at the second stage of appeal.
So before you go any further go out in the rain and take photos of the signage for us and upload to eg tinypic.com and then post the links here,but instead of http replace it with hxxp. One of us will then mend the broken link so we can look at the photos.
