FYI I have made an appeal already this morning using CM's shortened appeal form, using PCM's online appeal process via their website.

Ok this is one of the newer contractual model signs, however it is clear that parking is for permit holders only so the words
by parking or remaining at this site otherwise than in accordance with
suggests a breach of terms and conditions, meaning although they want to make it a contractual charge, it is really a breach and therefore GPEOL could apply.

But we will now await and see what the response to the appeal is.

Come back when you know to this same thread and we will help of you need to appeal further. In the meanwhile do a search for IPC appeals and reads some of what will be expected.

    Thanks for your help.

So I understand it, I don't have any proof of submission of my online appeal, unlike a proof of postage.
What timescale should I expect a response & how does anyone prove that an appeal was made within the 28 day time frame?

Whenever you make any submission on-line, take a screen print of every stage and save it somewhere safe.

The easiest way is to use the Snipping Tool that comes with Windows (Vista onwards) though there are other methods. This not only gives you proof but also reminds you of exactly what you sent and when you sent it.

I didn't do that. Does this mean it doesn't exist?

    Should I send it again?

It doesn't mean that your appeal doesn't exist, just that if PCM say you never appealed (i.e. they accidentally lose it) and then they move onto their next stage of nonsense, you have no proof that you did appeal.

I see no harm in appealing again so you can take the necessary screen prints.

    Thanks. I did just that.
It was a pre-send set of screen grabs. There's no opportunity to view or document the sent form.

Do the PPC's make full use of the 28 day period to reject the appeal?
ie, is there a time where I should start worrying & considering sending a written appeal with proof of postage?

If they are BPA members, they are supposed to send an acknowledgement within 14 days, and they have up to 35 days either to reach a decision or, if there are "exceptional circumstances" to extend the period, but they have to tell you when a decision will be made.
That's the theory. In practice, many fail to send the acknowledgement, but you should still hear within the 35 days. Maybe wait till after the 14 days and then resubmit saying that you have failed to receive the acknowledgement that that MUST give you and so you are resubmitting "just in case."

as its an IPC member then you really need to check the IPC website for its terms and conditions to see what terms their members must abide by

I have read this thread and cannot understand why you are asking us these basic questions when its clearly the IPC who should have the answers

as for the signs , if it says IPC on them then that is who the trade body is, which I assume is also on the pcn too

so when it comes down to proof of appeal etc, that is down to your screenshots unless the PPC acknowledge your appeal

I think you need to be doing more reading and research about the basics of this, which I did mention earlier

when you know more, add to this thread, dont start a new one where all this info would be missing
