Ampersand/DE140157 Yes I emailed the parking prankster around 6pm tonight when I got in from work and advised him of my situation.
Stroma, I'm off work on Thursday so will make further progress then with regards to trading standards and preparing draft letters for DVLA.
I don't give in easily it's such a shame that some people are duped into paying these low life.

You are making the assumption that the landowner may be a decent upstanding character or a company with credible values. The opposite is more likely to be true and is probably in cahoots with the PPC to extract as much money as possible from the poor motorist.
You have to take a detached disciplined view and follow to the letter what the experts on this forum tell you. Although the BPA membership rules say that a member should follow every part of British law, planning law comes way down the list. However in this case Trading Standards should be made aware of this particular operator.
Follow the procedures through POPLA and you will win but along the way make it very uncomfortable for the PPC.REVENGE IS A DISH BETTER SERVED COLD0 -

I will hold off doing anything for now other than preparing draft letters and making contact with Trading standards, hopefully on Thursday when I've got a day off work and more time to do so.

Well I've spoken to Trading standards who say they don't believe it is an issue for them but thought it was very interesting?!
I've spoken with the parking department at the Council and they claim they will look into it and get back to me.
I've also contacted Legal Services at the Council (They wouldn't put me thought to Head of Commercial Law who signed the enforcement!) but I have passed on all details and advised them I expected my call returned.
We will wait and see!0 -
So basically they bought themselves a plot of derelict land in a recently-swanked-up part of Newcastle and started operating a car park without planning permission, without surfacing it, and without doing anything to it really: it's still a derelict plot by the sound of it.
Then they were told to apply for planning permission which, unsurprisingly, was refused. They carried on operating regardless.
The council got cheesed off and ordered them to pack it in. Instead of doing so they carried on operating and appealed the council's order to the Planning Inspectorate, with what looks to me like a pretty thin appeal (although the Planning Inspectorate is quite capable of making perverse decisions).
And still they operate, without permission.

This is definitely one of those cases where it is tempting to say ignore and let them take you to court! It might be the only way to get something done but the local authorities!
