The physical bandwidth from my house to the local exchange shouldn't cause the kind of pauses and frozen screen I do get.

Number 1 is Internet Exlorer, it seems to go off on its own projects like checking blacklisted websites, leaking my browsing history to Microsoft, and letting Bing come up with "you don't want to see that, you want to see this". Anything and everything to avoid showing me what I want to see.

Another seems to be the DNS, which has crashed from time to time.

There is an rather interesting initial pause when you try to log into Chinese websites. You can almost feel the National Security FireWall vetting my IP address to see I should be allowed in.

Closer to home, I assume GCHQ is checking up on me, too.

Just being cautious, but if I was running GCHQ, I would set up a free DNS service, so I could track what people are up to.

To save the tax payer some money, I would keep a day's worth of raw traffic, and then do an offline filter based on a watch list.

If I was really cheeky, I would take the "Secure DNS" to trade shows, and sell it to corporations, and make money from the people I spy on.

Pretty safe bet. Going by the sort of stuff Snowden leaked they hoover up just about everything. All in the name of public security of course.
