There's no deadline for complaining to the BPA. You might get a POPLA code (although with the passage of time, I suspect the PPC would not roll over easily), but by the same token, you could just be poking a stick into a wasps' nest.
Sorry, but there are no easy answers any more from us. It really is your call now.
By the way, debt collectors will hassle you by post, but they are powerless. Only the PPC or landowner have any potential legal position in this.
Debt collectors have been very successfully ignore by endless motorists who had our advice on them. They do eventually give up (12 - 18 months).

I don't mind chasing them up and having to fight for this. I would rather not wait and see if something happens in the future.

Others have advised already that
- you could still complain to the BPA enclosing a copy of your initial appeal to PPC with a copy of proof of posting.
- You could also complain to PPC, enclosing the same things as above.
They have also given their views about your chances of success at this point and I would agree with them.
But if you want to try, do so. Only you can decide whether it's now worth your time and effort.Also, is there any point appealing a second time to the PPC?
In my opinion no. They will simply respond saying you are out of time.

Because, in my opinion, the most likely response you will now get is that they will claim they did send you a rejection letter with a POPLA code and you didn't use it within the 28 days.

The only thing you missed was by not chasing this up when you didn't get a response to your appeal within the required 35 days.
Chances are if you had you would still have been in time to use any POPLA code they may have claimed they already sent.

I am a bit confused on what the best course of actions would be at this point... What would be the worst case scenario? Pay them the PCN or PCN+additional costs?
If my chances of cancelling this are not great, maybe is best to contact them and just pay any pending charges to avoid any claims from them through the courts...
I would appreciate any suggestions on how to proceed.

Certainly don't pay them.
If you want to force it to a conclusion, complain to the BPA that your appeal has been ignored, and see what happens. The PPC won't be able to provide proof that they actually sent you the rejection and POPLA code.0 -

this is your choice, no one can make that decision for you ........ as above re read this thread and the newbies thread ... Read through a multitude of threads about past forum visitors who felt just like you now feel.....

Not sure if this is helping my case but by going to the following web link
https://www.eurocarparks.com/pay-parking-charge-notice
and inputting my PCN number, it comes up as:
"Ticket Already Paid / Closed
This ticket has already been paid or has been closed."
Does that mean it's been cancelled? How can I get proof of this cancellation?
