    I'm still waiting for Euro Car Parks reply letter (rejection?) with the POPLA code....

    Is this normal to take so long?

    Should I just wait or try to contact them again (post or call them)?

    I would not call them. I would email a quick complaint, this week, to the BPA by email that the PPC has not sent you any response so they are in breach of the BPA Code. Email addy for Steve Clark at the BPA is in the Newbies thread post #6. Attach a pic of the NTK and some sort of proof of your appeal, such as a copy of your proof of posting.

    Dear Steve Clark,


    I would like to make a formal complaint to the British Parking Association regarding a document impersonating a "Penalty Charge Notice” that I received on …. from Euro Car Parks Ltd (NTK attached).

    I appealed my case through the post requesting a POPLA code on … (proof of posting attached) and haven’t receive the POPLA code for my case or any response from Euro Car Parks Ltd since the first “Notice to Keeper” document.

    I believe that Euro Car Parks Ltd are in breach of the BPA code.

    To be honest I never sent the complaint email and haven't received any communication from Euro Car Parks after the original NTK.

    Should I consider my PCN cancelled?

    Do I need to contact them in any way to find out if they have cancelled my PCN?

    Is it possible they sent something and I never received it?

    What would be the best course of action at this point?

    POPLA was your golden opportunity to kill this dead. You won't get a code now (you more than likely would have done had you followed through with the advice from C-m and complained to the BPA) and this would be all done and dusted.

    You're in the position now where the PPC has up to 6 (six) years to pursue any alleged debt. I'm more than surprised you haven't already been hit by a blizzard of debt collector letters.

    There's no longer a simple way of dealing with this to guarantee it will not jump out at you some time in the future.

    So, for what it's worth, let sleeping dogs lie, but don't be surprised if they rear their heads sometime in the future.

    Can I complaint to the BPA now?

    Are there any deadlines for doing this?

    I would have thought that I have followed procedure and waited for the PPC to contact me with the POPLA code.

    I would rather not wait for any debt collectors to contact me or anything similar. I was never trying to avoid this but wait for a Popla code to arrive.

    You can complain to the BPA now. I don't think there's any restriction on when the PPC can issue a POPLA code after you've appealed. They'll of course claim that you never appealed but that's what your proof of posting is for.

    The risk is that they've completely forgotten about you and you remind them. But they could do that at any point anyway.

    Hopefully I can still pursue to get this cancelled.

    There's no deadline for complaining to the BPA. You might get a POPLA code (although with the passage of time, I suspect the PPC would not roll over easily), but by the same token, you could just be poking a stick into a wasps' nest.

    Sorry, but there are no easy answers any more from us. It really is your call now.

    By the way, debt collectors will hassle you by post, but they are powerless. Only the PPC or landowner have any potential legal position in this.

    Debt collectors have been very successfully ignore by endless motorists who had our advice on them. They do eventually give up (12 - 18 months).
