Could this be a full house rewiring?

    No. The consumer unit and/or sockets/switches can be changed without a full rewire.

    A rewire wouldn't mean a new meter necessarily anyhow as that belongs to the electricity provider and wouldn't be allowed to be changed without their involvement.

    Are there any RCD breakers on that consumer unit?

    so the only way to tell if it has been fully rewired is to have a look at the wires that run from the consumer box?

    Edit: I think I've found the answer...
    BS6891-2005 8.16.2 Separation of installation pipework from other services.

    Where installation pipes are not separated by electrical insulating material, they shall be spaced as follows:
    a) at least 150 mm away from electricity meters and associated excess current controls, electrical switches or sockets, distribution boards or consumer units;
    b) at least 25mm away from electricity supply and distribution cables.

    That DB has the old BS3871 MCBs fitted which are no longer complaint with the current BS7671 regs, also looks like you have one RCD which would mean the install doesn't comply with regulation 314.

    No there is no "law" saying the electrics have to be improved if it complied to a older version of the regs, if you have any concerns before you move in ask then owners if they would mind if you had a Electrical Installation Condition Report carried out which will give you a better idea of the state of the installation.

    Exactly. If it has been rewired, there will be an inspection report.
