Being on the 'open' register allows your details to be 'sold'! Companies buy the data available on 'open' registers and use them for marketing purposes.
Probably the amount the council get is reducing because more and more people opt for the 'closed' register.I used to work for Tesco - now retired - speciality Clubcard0 -

Whats wrong with marketing ? Anything i get which i'm not interested in goes straight in the bin. No problem. Same with calls, if i'm not interested i say so.0
