Thanks for confirming what I said in my last post (was 99% certain). Would you mind if I tweet them on your behalf? Along the lines of a friend on Vectone is trying to call her BF, also on vectone, but roaming - constantly getting the engaged tone.
PS Re-reading the OP, you do realise that he will likely be charged to receive your call (about 8p/min in EU/EEA). It is free to call an international vectone number (can't remember the other vectone countries, so will use France); a UK sim in the UK can call any vectone sim in FR for free, but a UK sim in FR will be charged roaming charges to receive that call.
We have checked his credit after calling me and he hasn't been charged and I haven't been charged either. I also haven't been charged for texts so that'll do for us. I'll just text him when I want him to ring me. Thanks once more for your help, very kind.0 -

My understanding is that it's free when you call from UK to other country, not for roaming in other country.
Roaming calls from France to UK are 18p/min.0 -
The country from which the number comes decides if it is international or not; i.e. if you call your travel agent on their UK mobile number & they happen to be in Barbados, it would hardly be fair to charge you £2/minute because it is an international call would it? This is where roaming charges (if not the level of them) are justified; your travel agent is charged the international part (as a roaming charge) as they are getting the privilege of being reached on their UK number in a different country.
So if your BF had a French vectone sim you could call him free while he is in France, but to call his UK vectone sim, he will be charged about 8p/min to receive the call (more, approx tripple that to make the call).
I thought you may not have understood the technicalities (which is what telcos love to hear - makes them much more money), hence I pointed it out. That is not meant to sound rude, so I hope it doesn't come across wrong. Glad I was able to give a needed note of caution.
