Do as the experts tell you but also do some research on Town Quay. You must not name the driver.
In my researches I came across this car park perhaps on peepipoo I think there is mention of it being relevant land covered by docks bye-laws. This may come in handy as PE are not known for their forgiving nature.

Indeed it is land Not relevant for POFA 12 , so no keeper liability. Read links and follow what this means .Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. Further to my earlier message. Follow the experts under no circumstances name the driver.
Cases won at POPLAhave been won on GPEOL so follow the experts.
However in the very unlikely event of losing at POPLA this is relevant land and they cannot chase the registered keeper.REVENGE IS A DISH BETTER SERVED COLD0 -

He should do - it's true that the keeper is NOT liable. PE know this as well. So make sure templates are used, no writing an appeal himself and outing the driver!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
