Using the logic of your post, I conclude you are happy with the fiddling of the tax system to which HBO referred ;)

It's worrying that a housing benefits officer feels that fraud is OK. When people suggest that I should be paid more, on account of doing well at work, and being paid a decent amount, it's people such as you who will convince me that I should not. I won't increase what I give to subsidise your criminality.

If MPs can use legal loopholes and tax avoidance schemes and get away with it why shouldn't I? If our Politicians are so concerned about tax avoidance and the use of loopholes then close them. Our MPs make the laws and if it is good enough for them to use the system to reduce their tax liability using perfectly legal loopholes then it is good enough for us mere plebs to do likewise. Loopholes and legal tax avoidance aren't fraud. If they were then our MPs who use such schemes for example when flipping a second home by claiming it is their main residence would be jailed for tax fraud - they aren't as they use legal loopholes to avoid capital gains tax. And if it is good enough for them to use then it is good enough for us to use.
These are my own views and you should seek advice from your local Benefits Department or CAB.

Those 6 people are therefore abusing the system as opposed to committing fraud..

Which is what I said in my first post.

    You cannot know this.

The criteria for DLA and PIP differ.
It is quite possible to be legitimately entitled to one, and not the other.

There is no requirement whatsoever to pay for only disability health costs - if you choose, you can blow it on coke and hookers.

Yep... But it's intended to assist people with a disability pay expenses associated by with that disability.

But how can you decide whether the person is actually spending their DLA on disability stuff? I, for example, use some of mine to go to a music group once a week because it's the only way I can socialise in a way which is comfortable for me. And then there's things like buying a passport because it's the only way I can get id.

I've used DLA to pay for a holiday before, so my parents (who care for me) can have a break and I can get some respite. Formal respite care for those with mental health conditions is extremely rare and very expensive, it is cheaper to book into a nice hotel for a week.

    here, here
same as that motability swindle where you can get a free car for having a migrane

Er, can they? I should probably point out that I have a serious brain condition which migraine like symptoms and don't get higher mobility or a car, which isn't free.

I am also using some DLA for a holiday next year to give my parents a break.

So it's an expense associated with your diagnosis.

Then I do hope that you don't use formal logic in your day job, as it does not follow.

To be clear, I disapprove of tax evasion and benefit fraud both.
