If you follow my advice for your first approach to PE you won't be needing to worry about the 3,000 word max.
Send it by snail mail with free certificate of posting from the PO.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Thanks Umkomaas. Are you suggesting that I should send the letter of informal appeal (with copy of receipt) by post instead of online? What about if they don't read the letter or they don't get back to me in time? How long should I wait after sending the letter before I go for the formal appeal online (using the template)? Sorry I've never done this before so try to be sure before taking action. In the past we just paid every parking ticket received (only a few times in our life though).0 -
You could just add a final paragraph stating that this is your formal appeal and if they reject it to forward a POPLA verification code by return. Then you don't have to 'wait' - you've appealed. This approach I'm suggesting gives you a better chance of a cancellation (because of the receipt) than the template appeal which they have almost always rejected in the past, forcing OPs into the POPLA process. It's your call at the end of the day, I'm just offering you advice on something that might suit your circumstances. Many we help on the Aldi front aren't lucky enough to have the proof of >£30 spend.
I can't guarantee whether they will read your letter or not; equally there's no guarantee they will read an email. How you send this is up to you, there's no right or wrong way. If you want to cover all bases, do it both ways.

How about the following appeal? Does it sound OK? Thanks.

Dear Parking Eye,
re PCN number *********
As a genuine customer of ALDI, the driver of my car finished shopping in ALDI within 84 minutes, but got delayed at customer services over a query about the receipts for some goods purchased that day (apparently the staff there were very busy that day; we have spoken to the store yesterday and their staff are still aware of the issues with the receipt. They have also taken a copy of the receipt and the PCN.)
Here is a copy (not original) of my receipt for £49 as proof of my patronage of ALDI **** (address) and I'd be obliged if you would cancel this parking charge please.
Please note that this is my formal appeal and if you reject it then please forward a POPLA verification code by return.
Yours truly,
*****0 -
That's ok to go. See what it brings; nothing lost if it's rejected, which is the norm for the majority of standard appeals. Please note, we are not a legal advice forum. Check with the local planning office to see if the planning consent was for 11/2 hours parking or a lot more. If its more and they have just decided to change it without permission get onto the local rag and try to get them to do a piece, it may save others from just paying up.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

A quick update:
this morning I gave the parking management department of ALDI a ring but the call was diverted to customer service. They took down some details and said Rachel will call me back. Just before lunch time, Rachel called back and took the info at the last line of the receipt and the amount and promised that she will get the PCN cancelled and said I can have her word.
I guess I should wait for the confirmation of the cancellation first before putting up the soft appeal to PE?0 -

Thanks for the suggestion. I'll see if I need to take this step later.0 -
I wouldn't wait to hear. Why not send the appeal to PE and add the fact you've spoken to Rachel at Aldi Customer Service 'Parking Gestapo team' and expect it to be cancelled and confirmed in writing within seven days. I liked your simple appeal email but would get rid of the pleasantries - PPCs are NOT pleasant firms:
''I'd be obliged if you would cancel this parking charge please'' NOPE.
in my book, could be:
''Now just cancel this pathetic 'parking charge' excuse for extortion and never darken my door with a letter about it again except to confirm it's been cancelled.''PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the suggestion. Will this be appropriate for a soft appeal? Sounds like the tone set in the formal template appeal?0
