tips in restaurants - moral question

Is the reference to not tipping Supermarket staff a joke? As not aware anybody who would tip a supermarket worker? Also staff are not allowed to accept tips.

I go to a restaurant in London where you can get 2 courses for under £10 each. Drinks are extra but certainly not expensive.

I know a few Indians where you can get a curry, bread and rice for well under a tenner as well.

Well to be fair the 2 for 6 deal I'm talking about tends to be from the dishes which are priced around 3.50 to 4.50 anyway. Like pie, chips and gravy or fish and chips with peas. Decent portion and quality but nothing fancy/special
