My children loved the following series, I have provided Amazon links to them for ease, but I wouldn't buy them from there, you can find cheaper box sets from The Book People, and Ebay

Don't under-estimate the complexity of stories a 3 year old will enjoy. Mine loves David Walliams.
Ditto just about anything by Julia Donaldson - Tabby McTat is my DD's current favourite.
Also, if you want something silly try Nick Sharratt - Pants, Octopus Socktopus etc. I'm a great believer in books being fun (for adults who have to read them too!).We Made-it-3 on 28/01/11 with birth of our gorgeous DD.0 -

If you can, I would check with the parents.
The Gruffalo, for instance is so popular that a lot of kids will already have a copy
I would also think about Shirley Hughes: the Alfie books (also very popular) and possibly one of her older ones like Dogger that have slipped out of the "best seller" lists (so less likely to be already in the home)
A book I love to give to children if I knew their parents as children is Penny Dale / Martin Waddell's book "Once There Were Giants" a picture book about a child growing up and having her own baby.
If this is a present that doesn't need an immediate response from the child, do consider a book of poems - every child should have a lovely book of poems to dip into.
Also think of the classics - Winnie the Pooh can be enjoyed at this age.
Something I have taken to doing occasionally is giving an Amazon voucher - or old-fashioned Book Token, with a note saying: "I suggest that you buy Alice in Wonderland / Sherlock Holmes etc. but you are welcome to spend this on whatever you like". That means that if they already have the book, they can buy something else, if not they have the gift I thought of.0 -
Jill murphy is another great author for this age group and for weary parents too. We like Peace at Last and Five Minutes Peace in our house best but there are loads.
Also the Blue Kangaroo series is fun as is A Cuddle for Claude0 -
I think my favourite Julia Donaldson is Monkey Puzzle. Lovely, heartwarming story with the usual rhymes and great illustrations.

but we also have to mention the mog the cat by Judith Kerr series. We have all of the books and my daughter wants them read over and over again. :A

Any Julia Donaldson but the Gruffalo ones are so common they're quite likely to have them already... I like Stick Man, Highway Rat and Zog myself (Zog in particular has a rather feisty not-stereotypical princess which I always like)
Jez Allbrough - I love Where's My Teddy for sheer daftness... or the Duck in the Truck books
My personal favourite book is Pumpkin Soup by Helen Cooper - the illustrations are beautiful and the level of detail in them is amazing.Little miracle born April 2012, 33 weeks gestation and a little toughie!0
