Usually FC pay car parks are in places where they have bike trails, walking trails etc. They have to be maintained, and parking income helps. Ultimately I suppose it's the taxpayer who loses out if people don't pay though.
If the Forestry Commission hadn't plastered huge swathes of upland with sterile forests of alien conifers in the first place there would be no need for artificial trails, you could walk or cycle to your heart's content.

I fully support the principle of using whatever means are necessary to counter the excessive charges for, just to quote one classic example, an overstay in a free car park whilst rendering first aid to someone.
Whatever my opinion of the PPCs in this regard, I don't think it's unreasonable for any landowner who offers car parking for a reasonable fee to expect his customers to pay that fee.
The OP is silent on the reason for the issue of the ticket, but if it is non payment perhaps he should at least send his £2 or £3 to the FC, anonymously if need be.
Or perhaps it's just open season on expecting to park for free anywhere we choose if we think we can get away with it, which wasn't what I thought this forum was about.0
