Link Parking

Hi, I've received a number of PCNs from Link Parking Ltd (linkparking .co.uk - they are not BPA approved). Each one at £100 for parking in a residential visitor parking space without a visitor permit.
I followed the advice on the forum and wrote back rejecting (not appealing) the PCNs based on the fact that:
Got a letter back thanking me for my standard template letter, and rejecting my "appeal" "on the grounds that on each occasion your vehicle was not displaying a valid permit."
They also asked me to appeal via the IAS theias .org
if you follow that link it does not look like a proper independent body.
What's my next move?:
On a separate note, my partner has received 2 PCNs for the same reason, but they have misspelled her surname. Should she:

- The fee is not proportional to the loss incurred.
- They are not the landowner and in no position to offer contracts to drivers
- Signage was not sufficiently prominent.

Link parking is with the IPC, not the BPA, so you have 21 days from their notice date to appeal to the IAS

The PCNs apply to dates between 24th March - 17th May, but I didn't receive any letters until 16th June. Is there a period within which they need to write to me invalidating these PCNs?
Any assistance on how my appeal should be worded would be great!
Also advice on those sent to my partner.

POFA 2012 indicates the time frames if they want to keep RK liability intact - did you check this ?
I also do not believe you have read the NEWBIES sticky thread at the top of this forum, otherwise your questions would not be the ones you have asked so far
pcn,s against a driver can be issued up to 6 years , in other words as they are invoices the small claims court rules apply (an MCOL) - or the RK providing they kept to POFA 2012 (in england and wales)0 -

Correct. But there re also helpful instructions/advice on what to do as well. Admittedly, IPC are new players, but in the absence of advice to the contrary, follow the POPLA guidelines for now.0 -
29 to 56 days counts for POFA 2012 , otherwise there is only driver liability, who you dont have to name and so shall not name
in which case you have an extra appeal point as they should only chase the driver for any that fail this timeframe , but can chase the RK for any received within day 29 to day 56 under POFA 2012

56 days before 16th June is 21 April 2014
So tickets issued 20 April and after are in time. Tickets issued 19 april and before are out of time and keeper liability does not apply.
For all those tickets state that the notice to keeper was not issued in the timescale allowed by pofa 2012 and so the cannot hold the keeper liable.
Probably worth checking the wording of the notices to see if keeper liability applies to the others too.
Also, as all the notices were received on the same day, there is reasonable cause to beleive they did not ask the dvla for keeper details for each ticket, but just asked once. Add this as a point, and also complain to the dvla and ask them to check that your details were asked for the correct number of times.Dedicated to driving up standards in parking0 -
That gives you a timeframe then according to pofa12. You should receive NTK within 56 days of windscreen ticket.
If later than that they are non compliant notices and gives you a further point to appeal in your IPC appeal.
It does not make them invalid in the sense that you could ignore them.
So now you need to go to post 3 of newbie thread and click on how to win at POPLA- this applies to IPC too. Chose an appropriate appeal and send in.
Your girlfriend should also appeal her tickets. We will send a letter back to Link on her behalf in standard template but with extra added informing them they've failed to contact the registered keeper.
I've just attempted to start an appeal for my PCNs via the IAS website, however it doesn't recognise any of the PCN numbers, I've tried a number of orientations by adding preceding "PCN" or zeroes, but no luck.
Website says I should contact the issuer - how should I contact them? By letter or phone, what's in my best interest & should I keep a paper trail.0
