    If you are driving at the speed limit that the vehicle is capable of then it could possibly be described as "slow driving" but could not really be described as "unnecessarily slow driving" as there is no option to go faster!

    What about driving with passengers on board ?

    Possibly a separate offence if the vehicle is not designed to take passengers (I have seen cyclists with a passenger sitting on the rear rack!) but unless they actually start shedding passengers all over the carriageway there is no extra problem caused to other road users apart from temporarily having to slow down until it is safe to overtake (a few precious seconds most likely)

    Not necessarily that easy to get past this chap - he purposely drives out in the middle of the road causing traffic queues !!
