Disability Scooter - on Road

We have a disabled chap living down the road, who has a scooter - he normally carries his two kids with him - his son sits behind him and his daughter sits on his lap - he drives the machine on the road and builds up a queue of cars behind him
He is breaking the law in many ways in doing this
Today - I saw him - on a dual carriageway (40 mph speed limit) negotiating a roundabout as if he didn't have a care in the world - with his son sitting on the back.....
He is a large man (must 25 stones +) - he does walk - I have seen him walking to the post office (1/4 mile away)
Should I report him to the police.

This one does not have indicators, lights, a mirror or a nil value tax disk - so should be on the pavement (mowing down pedestrians instead).0 -
I think you know the answer to this already..... Regardless of its speed rating (and there's nothing that says you must have insurance for 4mph or 8mph 'vehicles'), I would imagine that the local constabulary would take a dim view of such a vehicle transporting passengers, particularly minors.0

Why can't you just leave the man alone???
Because he is breaking the law on too many counts - what happens if his kid falls off the back and I run him over ?
It is for his own good that he gets stopped from reckless behaviour.
When someone goes round a roundabout with a kid on the back at 5mph - they ARE going to cause an accident.
