I think you're absolutely right, Coupon-mad. After Beavis-Butthead they must have a small mountain of old claims to process. If I was writing a Business Plan for them (God forbid), I would recommend doing exactly what you describe: maximising immediate income by scaring the scareable, then making leisurely case-by-case cost-benefit decisions on the rest.
