Even more misleading than I thought - hadn't noticed the address among the threats. I have just edited it to start like this then:


I am the registered keeper of vehicle xxxxxxxx and was alarmed and angered to receive a letter headed up 'Pre Legal Notification' mentioning a 'parking charge' from June 2014. This missive is signed 'The University of York' and is headed up with the same name, yet a Northampton address and telephone number is provided.

Unless this is a scam, I can only think you or your Northampton-based agents have sent me the wrong template...

I have also added in that they are members of the esteemed Russell Group of Universities - just to hit a nerve.

The allegation of keeper liability is not the only misleading thing about that letter.

The suggestion that a debt collection agency may bring court proceedings is an out-and-out lie, no DCA can do this.

The implication of the letter is that the dire consequences of court action would be automatic, nowhere does it qualify this with should they win the case.

In any case this letter is in the name of the University, and they haven't the slightest intention of bringing court action: it's another lie.

Frankly it's an unbelievable letter to be issued in the name of a supposedly-respectable educational establishment. I would rub their noses in it.

Might also be worth sending off a copy of that letter to Greg Dyke who is chancellor of the university. I know he is only a figure-head, but he might want to get involved.

The PO Box Northampton address belongs to "The Car Parking Partnership" which is the trading name of Liberty Printers (AR & RF Reddin) Limited. (Company no: 02920033).

The phone number is shown on the University website for making parking payments.

So we must assume that "The Car Parking Partnership" are the agents of the University; and as principal they are responsible for this misleading letter. (It also fails to comply with the Companies Act as regards to company name disclosures).

The student union have no control/say about any parking issues. Although, I could let them know the university are trying to rip off their students.
