There are inclusive minutes if you buy a bundle, I pay £15 for 300 mins, 2000 texts and unlimited 4G on Three PAYG.

As I understand it, on PAYG all calls WILL be charged at 321 rates from the start.
    Your understanding is incorrect.

With Feel At Home you can use your allowance to call and text the UK and use your data without paying a penny more.

    Used up your allowance?

If you used up your allowance while you're abroad you can increase it with an Add-on.

Or enjoy our low roaming rates...
    • Calls to the UK
      up to 18.8p a minute.
    • Texts to the UK
      up to 5.9p a text.
    • Internet data
      up to 10p a MB

...If you don't have an allowance, you'll ... pay .... roaming rates.

...if you’re on Pay As You Go you'll need to convert your Pay As You Go credit into an Add-on to get an allowance.

It will, but at a higher rate for the calls, texts and data. They won't be 3-2-1.

As grumbler has pointed put (and quoted the relevant passages), if you don't buy the add-on you will not get Feel at Home, at all.

You will be charged the published roaming rates for the country you are visiting.

Mobile companies don't make it easy do they....
    To Quote:
If you're on Pay As You Go, all you need to do is convert your credit into an Add-on. You can then use the allowance in any Feel At Home destination.

If you just use your payg credit without buying an add on its:
    Non EU: 15.6p a minute, 4.9p a text, 10p MB
    EU : 18.8p a minute, 5.9p a text, 10p MB

    Outside of allowance.

    It gets murkier.

Mobile companies are supposed to tell you when you arrive in a roaming country what the costs of using their service are. I was a 3-2-1 customer in Switzerland (a 3-2-1 country} and received the following text:
You are in a Feel At Home destination so your UK allowance lets you call & text the UK & use your data at no extra cost
with a web link for details, which has to be paid for of course, but at what rate?

I'm pretty sure that my 3-2-1 rates wouldn't apply as I didn't buy an add-on but those not in the know could be confused into calling at higher rates than 3-2-1: 15.6p/min not 3p/min to call the UK, 4.9p to text the UK not 2p, 10p/MB for data not 1p.

Back on topic, calling another Three phone from Switzerland when both are roaming could cost 15.6p/min. At least receiving calls seems to be free, though it's difficult to confirm as there's no Three breakdown of the cost of calls/texts/data used.

When you arrive at a Feel at Home country do you get a text telling you the rates like you do when you normally arrive in a country where they advise of roaming cost and the partner network?

Never trust information given by strangers on internet forums

Yes. I received one text telling me the normal roaming rates (but not the network which shows separately on screen), followed quickly by a text giving me the 3-2-1 guff I mentioned above.

Only the first was relevant to me as a non-add-on customer.

    Agree.
After Feel Like Home and 4g for the price of 3g, the really big innovation would be for Three to introduce some sort of BILLING!

I was on Virgin Pay As You Go 5 years ago and was able to log on and see recent calls and their costs.

Never been available on Three so you are in guesswork land.

I can use their app on my android phone and see the recent spend figure, it almost immediately updates when I send an MMS
