So with assessors (who make up the bulk of the staff) on either £31,370 or £39,566 it looks like my staff costs range guesstimate was pretty much on-the-money.

There are 25 staff, including 18 assessors on at least £31,370 p.a. each (salary, not costs). If you think that they and all the other costs could be fitted into £750k then I recommend you never attempt to run a business.
