Looking on the bright side, if they have had a 12 fold increase in work, presumably they have had to take on more staff. Part of that will be as a direct result of this forum's efforts. This means we members of MSE have created jobs which is always good in a slow economy.
Now let's see how many more jobs we can create...

According to the annual report PoPLA has 25 staff.

Very, very roughly that's going to equate to a staff bill in the region of £1M - £1.5M p.a.

Then there's rent and all the other costs. £3M isn't going to be a million miles wide of the mark.

How do you get your figures?

It costs PPCs £27+VAT an appeal. It was reported ( by Parking Prankster if memory serves but apololgies if it wasn't ) that each appeal also costs the BPA £100.

People tended to complain after receiving an invalid ticket, or buying the right ticket but being accused of not displaying it on their windscreens

If POPLA said that then it's a bit disingenuous of them as that would be mitigation and an automatic fail. Surely they are not trying to get more people to use that as an appeal?

How can it be mitigation if a machine spews out an invalid ticket? If you pay for a valid ticket but do not get one they may be in breach of SOGA, goods not fit for purpose

The underlined bit is talking about failure to display, not failure to get a valid ticket. Failure to display, even when having made the purchase, is mitigation ... POPLA say on their website that mitigation will not be taken into account. Hence the "disingenuous" observation. :)

b2b won't incur vat, and the losses are offset against tax, so it's more like £500k. Still a good figure though. :)

£40k to £60k a year salary? I'm tempted by the dark side.

I didn't say salary. There is more to staff costs than just salaries.

Employment costs, not just salaries. And most employees will be legally trained, so they won't be on minimum wages.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
