all people are asking you to do is start your own thread - its not difficult to understand

Yep but we need to remember if people have been on other MSE forum boards they work very differently than this one. Such as the vouchers board, the comps board, any general discussion tends to trail along on one thread forever and that's the norm on many MSE forums.
Even the stuff about 'PPI reclaim' blathers on one thread with newbies popping up to ask about their case all the time - which gets very confusing. We have got it right here because of the need to have the facts of one case in one place - but users of the MSE forum (even fantastically fervent moneysavers) won't necessarily know that!PRIVATE 'PCN'? Hi all, just a quick update. I'm still waiting for a POPLA verificaiton code. I took your advice Redx and Coupon-mad and sent an e-mail to PE asking them to either cancel the invoice or provide POPLA code.
I have also submit a complaint by e-mail to a representative of the BPA and the DVLA.
Dear Madam/Sir,
Re: Complaint about AOS member ‘Parking Eye’ with reference to invoice no. XXXXXX/XXXXXX – 21 June 2014 (Scanned copies of PCN x2, Appeal letter, and PPC’s acknowledgement letter and also their response/rejection letter to my appeal all attached to this e-mail).
I refer to the above invoice for parking. I am the registered keeper of vehicle XXXX XXX and I wish to make complaint about AOS member ‘Parking Eye’ on the following grounds:
1) Parking eye has neither cancelled PCN nor provided POPLA code, therefore breaching applicable code of practice and making improper use of DVLA data.
2) Parking eye has not followed POFA 2012 alleging keeper is liable, therefore breaching applicable code of practice and making improper use of DVLA data.
Specifically, 1) Parking eye has not upheld the appeal submit by the registered keeper and has not provided a POPLA verification code, choosing instead to persist in chasing the registered keeper for the invoice. As members of the British Parking Association they have failed to comply with the code of practice. Any breach of the code of practice the PPC is signed up to breaches the KADOE contract to get DVLA data.
2) Southampton Associated British Ports Town Quay (short stay) car park has no keeper liability – due to byelaws prevailing. POPLA decision code 6060344057. Specifically ABP Town Quay car park failing to meet the definition of “relevant land” under the Protection of Freedoms Act 2012 (POFA). Further, POFA requires that in order to make use of the provision to pursue the registered keeper that they must send a notice within 14 days – paragraph 9, schedule 4, Protection of Freedoms Act 2012. From this perspective they have failed and as members of the British Parking Association scheme they have failed to comply with the code of practice and have made improper use of DVLA data which is implicitly supplied to enable APCOA to follow the law.
A copy of this e-mail has been sent to both a representative at the BPA and the customer complaint resolution (CCR) team at DVLA.
Please look into this complaint. I will await your response.

Oh boy I didn't expect a response so quickly. I heard back from the BPA -
"Thanks for your e-mail, the contents of which are noted
This is something that we should look into for you and by copy I am asking my colleague Gemma to initiate an investigation when she is back from leave next Tuesday.
She will be in touch shortly"
Also just noticed an error in my e-mail, towards the bottom I've made reference to APCOA instead of Parking Eye. Grrrrr! Too many acronyms used in this field. Leighsaa0 -

Benefit Master is taking a keen interest and will help with queries about any Town Quay ticket. He recommends a complaint to the Police each time, since PE and the BPA both know this isn't relevant land so it is 'allegedly' fraudulent to say the keeper is liable.PRIVATE 'PCN'? Hi All, quick update. I got home tonight to a letter from PE as follows:
"Dear Sir/ Madam,
Thank you for your recent correspondence in relation to the above parking charge.
ParkingEye are currently awaiting confirmation from the DVLA and the British Parking Association concerning how appeals for Associated British Ports Town Quay (Short stay) ought to be dealt with.
We will endeavour to respond to your appeal as soon as possible.
We can confirm that the parking charge has been placed on hold and will remain at the discounted value during this time.
Yours faithfully
ParkingEye Team"
I also had a e-mail today from BPA to say that my complaint had been logged under reference BPA - XXXXX. She said she would investigate with the operator and once this was concluded get in touch.
No contact from DVLA or ABP not so much as an acknowledgement and no POPLA code from PE yet. Appealing a pcn is such a lengthy process.
