As far as I know they are open to all in the UK.
I am not in London & have won comps via Smooth London.
eg on this the comp terms link to the main terms which read:
In order to make a valid entry into a Competition you must enter as an individual using your legal name and make only one entry per Competition, unless the Specific Rules allow you to make multiple entries. You may only enter a competition if you are a resident of the United Kingdom or Isle of Man.

I have wondered about family holiday comps where they say that the prize is for two adults and two children. I don't enter these because I don't have children but should this put me off? Would or could the prize just be for two adults? There isn't anything in the terms and conditions to cover this so I don't apply.Wishing everyone the best of luck.
Wins since July 2014: Spa break and fake tan, Nikon D5300 kit, two tickets to Grand Designs Live, Original Source shower gel, tickets to Festive Gift Fair, a pair of smart wool socks, Frozen DVD and CD, a trip to Oslo, a Braun shaver and £150 Amazon vouchers.0 -
There's one female name I see on every blog comments section for a Rafflecopter competition and I wonder to myself whether it's one of our regular posters on here!0
