As explained above, they're not, so I wouldn't waste their time asking. At best you might get some statistics for the area (and of course that will only tell you what is reported to the police).
Always worth a pop though. I successfully managed to get recorded burglary stats for a whole block of flats, no problem. The info provided did not detail property numbers, obviously, but it allowed me to determine probability of risk. Like I said, asking for burglary stats on a particular street may be of some use to the OP.0 -

I can't remember a proposal form which asked whether the property has been burgled (whether you have ever made a claim is probably going to be asked though). Insurers don't expect you to know what experiences previous occupiers had.0 -
Why don't you write to one of the other flat owners you could always include a stamped addressed envelope.
If you make it a friendly letter along the lines of you are considering moving into the basement flat and could they let you know if there have been any recent burglaries etc. You may just strike lucky.0
