Hi,

Some websites offer to unlock o2, just type in Google unlocking iphone and different websites will come up, choose your Iphone model,country and network and proceed to unlock. Having an unlocked phone, you can use any sim card.

Is it iPhone 3Gs?
If so, (I guess) just insert the sim and you'll be able either to see the contacts and/or to import them.

If it doesn't take it because it's locked to O2, it will be more complicated. Can you export them to a PC using your old phone?
