parking charge notice at hospital

Hi all , I have looked on here for an answer but cannot find my problem .
I work at an NHS hospital for which I pay £40 month to have a potential parking space 3 days a week - this is not guaranteed . I was issued with a permit which ran out in 2012 but have just sold the car to which the permit was connected . I borrowed a car and displayed my permit with a note explaining my car had been sold for 2 days but on the 3rd day omitted to display the permit. PCN issued by Vinci stating Breach code 02 failing to fully display a permit. payment for £70 due , reduced to £35 if paid within 14 days which is up on Thursday19th
My issues are 1. that all the permits in the cars are out of date some go as far back as 2011 - can they really charge me for lack of permit when none are in date when their sign quite clearly states all permit holders must display a valid permit
2. the signage is minimal especially where I park there is one large sign and maybe 3 smaller signs in the whole car park all of which stated that the parking charge for non compliance would be up to £65
3.is this charge proportionate to the cost to me per month /per day to park
interestingly the charge had just gone up from £6 and as of Monday they have changed the charge on the signs .
I have photo evidence but not sure that date displays
I would really appreciate any advice .thanks

no its not a gpeol , so read the newbies thread and appeal using the template letter , also complain to the hospital about any permit issues as they are jointly liable and you have paid for the permit and so were correctly parked under the contract (no loss to the landowner)
if your appeal fails , take it to popla on not a gpeol , no contract and poor signage etc0 -

As ever, this is covered in the sticky thread at the top of this parking forum - which is why I wrote it. Sadly, last year it got silly as we could not keep up with all the ''help I have got a private parking ticket, what do I do?'' threads so I wrote a sticky thread begging newbies to 'read these FAQS first'.
Many PPCs just cancel when they get sent the appeal template from the NEWBIES thread, and if not then the sticky tells you how to win at POPLA and explains what that is...

You send the template to Vinci but change 'I am the registered keeper' to 'I am the driver and...' (there's no point adding anything about what happened).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok one last question , I have read the newbies thread and understand from that that I should wait for the notice to keeper before writing my letter , but when I have looked at this post again I get the feeling I should be writing before I get the NTK.
Which is correct as worried re the discounted charge which of course won't matter as I should not have to pay anything , thanks0 -

Think about it, you said you borrowed the car so how the heck would you get a NTK sent to you? It's not your car.
