OP, do all the flatholders own the freehold for the land the flats stand or do you pay ground rent as your property is leasehold? If it is the later you might want to contact the freeholder, if there are any further incidents.
Yeah, all the flats own the freehold, there's no-one else involved.

Or maybe the bin-men tapped him up to their supervisor and he's had a call from their office?
