I would say that this minor incident, given how aggressive and unstable your neighbour is, has the potential to escalate out of proportion.
Because of this risk, I recommend you look into installing a hidden camera that could record further acts against you and also allow you to record any further interactions at your doorstep with him that could capture any threats made.
Future acts similar to those done to date could be covered under laws like harassment, breach of the peace or similar. Without proof of the type of behaviour you are experiencing, you are totally f**ked when it comes to the police acting seriously so you need to be self sufficient about gathering proof.
You think the local council or police are going to install kit that will assist them with your case? No. You think your neighbour is going to feel that they own the space and can do what they like without anyone interfering? Yes.0 -

Just to clarify for certain people then,statutes codify the law.Common law interprets the statutes.They work together.If women are birds and freedom is flight are trapped women Dodos?0 -
I would make a note of this & see if it happens again.
If it does, I would certainly make a formal complaint of some kind. I am sure that if there is a communal area, there is some form of management.
If there really isn't, talk to a PCSO. They can give you advice informally, and in my experience are very good.
If you really don't want to do that, you could consider talking to your local authority - I'd try the community safety team, and mention the feral cats.0
