Yes call the council it's what you pay your tax for.
Round here all the lights have dimmer switches and they go off at midnight too - great fun if you finish work late.

couple of thousand? why they going to hire new people into sort this?
there was me thinking they would just use the employees they are already paying to authorise this, then ring their works department to send out the cherry picker...total cost £0 new money.0 -

Anything outside of 'standard practice' will no doubt require a mountain of extra paperwork.0 -
My local council outsources all its street cleaning and maintenance, so every job costs, no matter how small. The crazy bit, they outsource to a company that is owned 100% by the council, and that is made up of all the people who once upon a time were employed directly by the council. The only benefit of this is the work could be handed to another company in the future, based on bidding processes and what not - which should mean a better deal for the council tax payer.couple of thousand? why they going to hire new people into sort this?

Except for the council office at the end of my street which is lit like a Christmas tree despite being closed .
I feel I need to complain to them , worried bout being labelled as a moaner if emergency services needed to come the streets in my town , they'd struggle to see house numbers in most cases IMO .
But spotting numbers is always a pain in the neck at speed, even in the daylight, I suspect their dispatchers have a better grade of map than Google provide.

I doubt they get billed per job,more likely they have outsourced "street lighting" "maintenance" "legal services" etc so the cost is unlikely to increase for those services because the OP wants a light turned down/shaded.0 -

There was an article in our local news rag recently about how it cost the council over £64 to change one lightbulb in one of their offices.....
Changing a street light to please someone who finds it too bright is a step too far. It would cost a couple of grand at least. There are far more important things to spend council monies on.
This is a simple problem with a simple remedy. A black out roller blind or blackout linings to curtains or an eyeshade. Job done.
Can't see why a blind should smell so bad that you cannot use it.
What did it smell of - some kind of chemical used in the manufacturing process or did it smell damp and fusty because it had been stored in a damp warehouse.
Either way there should be no smell so you should have taken it back and got a replacement.
If it's simply a case of you don't like the smell of the fabric then spraying with Fabreze or similar should do the trick.
Sometimes you can get a sort of "new" smell with fabrics and carpets but this usually disappears in a few days, especially if you open the windows and air the room.0
