No, my rule is anything that is a movable spend (i.e. not set in stone each month or coming out of funds saved up specifically for that one off purchase, such as car insurance etc) is a spend. My NSD's are quite literally NSD's (apart from days DD's go out, I don't count that as a spend)
The make up spend is going to have to come out of my emergency slush fund though, which I had hoped I could carry over to next month but it turns out I really do need make up on this mug! otherwise I look like this - _pale_

DS1's filled the car with liquid gold while out (£50 worth after waving his sister's clubc@rd in order to get a 12p/litre saving), but will be deducting the cost from the mileage money he owes me from last month's car use.
I can still declare today as NSD #3 though, as that's the only spend from my budgets and I made petrol an allowable spend when I lost total control of how it's used.Cheryl0 -
