    OP wants a sat nav.

The OP asked about apps for his S3since the map for his sat nav was £50.

OP Co Pilot doesn't need mobile data/3G to work, ive used it on my S2, just make sure you buy the 1 inc europe mapping.

Google maps works as a sat nav too I use it all the time, in the UK admittedly but still....
Only works as sat nav with data on. It will be maps only with data off.

I know, hence why I suggest Free Nav in post 2.

If you change the route by going off what is set on wifi then yes you need data on but set the route the route up on wifi and follow it, it will guide you with voice directions without data.

Source? Me use it all the time now I suggest your link, which I have not looked at, is possibly out of date. This is something that started around March this year because before then it did not do it as I said worried me a lot when one day the naggy lady was nagging me with data off. thought I had left data on and it was costing me a fortune but data was off and I have used it since with data off.
I started with nothing and I am proud to say I still have most of it left.

What network are you on? O2 only charges £1.99 per day in Europe for data so if the worst came to the worst you could probably use Google Maps/Navigation with data turned on and it would still be cheaper than the £50 sat nav map.

Depends on how long you are going for and how often you use the data though obviously!

Jelly Bean but it also worked on ICS (Ice Cream Sandwich), I had it on my old phone too I was running both at same time for a while.

You do have to start the navigation while connected (my home wifi usually) and follow it exactly or it just says searching, which it can't do as you do not have a network connection so it stops, does not help much if GPS is lost but usually catches up when GPS is back on and you are still on the predefined route.

I found this by looking at a route before leaving, as I often did started navigation and then left it on, expecting it to not work but with the ability if I needed it to turn data on and get directions. Then the naggy lady kept on nagging me to turn right, turn left etc.

I suppose it works as a saved map like this http://lifehacker.com/5921870/google-maps-available-offline-for-android-phones
