I'VE FIXED IT! I am SO PLEASED with this right now! (simple pleasures...) I used a collection of all of your suggestions, so Thank You all for all your help as I was at a total loss.

In case it helps for my final attempt, I did the following

I tried the shutdown.ext /s/t10 and a black screened pop-up flashed at me before going away. This hadn't happened before so I'm assuming it did help in some way.
I then shut down and restarted the computer via the usual method (on my Winds8 computer it's the right hand icon and then Shut Down). I had done this prior to this final attempt but was thinking the previous step may have made a difference.

Next I went straight back to the Internet Properties and tried again to restore and this time I was able to go through the steps without being told there were apps or whatnot still running.
I then tried IE again but it was still a blank screen, no difference to before.

So on a whim I tried to go back to a previous version of IE.

I clicked on Programs and then Run a previous version and was asked a few troubleshooting questions on which programme was the problem. I had to pretend it was the Iplayer as IE could not be found still.
I was shown the iplayer and it was running fine BUT then asked if the problem still existed. I clicked that the problem still existed and the questioning went on to ask which version of Windows did it last work on, I selected to run Windows 8 (the version I had prior to 8.1) and it was as far as I am aware put back to Windows 8.

I then tried to open IE and IT WORKED!!

I have reinstalled Google's Toolbar and logged back in, all my favorites are back again and I am now catching up on the emails I have. (I know I could have used Chrome to do this but had spent much of my time trying to scrabble around getting things working again!).

I hope no one else has to battle with this but if you do, try the above steps in case they work :)
