What I see is a perverse situation where you are suggesting that herd instinct determines the correct speed.
If I go at 50 and other people follow suit, then the flow will be 50 and that becomes the correct speed and it would be inappropriate to force the pace. Because someone drives at a speed that could get me banned from driving if I was stopped, you expect me to risk my licence to satisfy the impatience of those who want to save a few seconds by not following the limit and consider that they have no duty of care to law abiding citizens making due progress.
I wonder how a person is supposed to know these unwritten rules to drive like a Brit?

Systems like VSL on the M42 and the M25 are a result of the problems of herd instincts producing dangerous effects. The use of average speed cameras has made road works free flowing and uneventful where before the herd demonstrated the dangerous side effects of allowing people to charge around as they saw fit.0 -
