PCN issued at public car park

I came back to my car after a day at work to find a PCN stuck under my wiper. Firstly I wondered why I had received this as I had paid £3 for parking over two hours (£2.80 but no change) as that is what I have paid when I parked there the previous month. It turns out that the parking charges had gone up two weeks ago and I had only paid enough for 2 hours. I was in a hurry as I was running pretty late so I didn't take notice of the tariff board thinking the charge was still £2.80. I looked after and there is a notice on the board stating the change in tariff. But it is small and who is going to read that when they are dashing. And yes I should have double checked anyway. Should the tariff board state how much a parking charge would be?
I have a few questions about the actual ticket.
1. It states that I can pay online or by telephone but there aren't details of where to pay in person or by post. It does, however, state an address of where to write to if challenging.
2. Ticket says time of contravention is 12.38. It was observed from 12.38 to 12.39. So the issued the ticket straight away then began to observe?
3. It states that my car is a Peugeot (indeed it is) but does it also need to state the model and colour?
Any advice would be appreciated.

After parking in my dentists car park and going for a filling ,popped to shops left car in dentist car park, after paying my dentist bill, a week later got a pcn from parking eye for unauthorized parking Followed procedure for appeal by writing to them and enclosing receipt from dentist to prove I was there. Have now received a reminder notice to on the 21/5/14 to tell me if not paid by 22/ the charge will be due at the full amount£100 . have had no reply on appeal, where do I go from here??0

Classic hijack by outraged64 which has totally deflected help away from the OP - and apart from the fact that each has received a demand for money, there appears no connection whatsoever between the two cases!

Can you confirm whether this was a PCN issued by a council or one by a private parking company (and if a private parking company, which one)?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

It's a real Penalty Charge Notice, not a PPC invoice.
You can trawl through the fine print of the ticket and see if there's anything you can find wrong that would justify an appeal.
But to be honest, you're banged to rights as you didn't pay the right amount, and I suspect the P&D ticket had the correct expiry time on it. For the sake of £25, it probably isn't worth a fight you'll likely lose and see it double to £50.Optimists see a glass half full

No such thing as bang to rights, this can be appealed and could be won with the right arguments, therefore instead of £25 or £50 you pay zero. But it takes work, effort and time to this. If you want to appeal I suggest you go to https://www.pepipoo.com , they can help you with the ticket. Obviously no guarantees but it's daft throwing in the towel without trying.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I researched it for hours and to be honest I can't find anything that can be appealed against. I've paid it this time nefarious I really should have paid more attention. I've fought 4 unfair tickets before and won and paid others where I knew i was definitely in the wrong. Could've been worse to be honest.
