Have you got CCleaner installed?
Try going to Tools, choose Startup, and look under the tabs for your various browsers on that screen. Anything you don't want / didn't expect? delete them all / disable them. This may help.
Perhaps report back anything you found, may help.

I have pop ups appearing as new tabs or on the existing page almost every time I click a link or a new tab. I have run Malwarebytes, Anvi Smart defender and Adwcleaner, Avast, superantispyware, Trend housecall but nothing is working.
What popups, which websites, which homepageI'm using Chrome. I have tried IE and there is no problem with that, so looks like it's an issue with Chrome. I haven't got any extras to uninstall. You report a problem that only affects chrome, whatever you try to scan with finds nothing, there are no chrome addins and no dodgy software recently installed, system restore doesn't cure it, but IE works fine..
so solution, uninstall chrome, use IE, and backup properly!!

I'd go with closed's suggestions then, and uninstall chrome completely, restart, clean registry (ccleaner perhaps), why not restart again, then reinstall it if you want to... etcFriendly greeting!0
