    I am concerned about this as I can't see a clear No GPEOL paragraph.

    POPLA do not care about breaches of the BPA code of practice as this is not a legally binding document, just a cop. You never win appeals on breach of this.

    You essentially only have 3 sections
    Lack of a Signage
    No contract
    Breaches of COP

    Was the road you parked on for the station railway land? If so then there is usually no keeper liability on railway land, instead byelaws apply. If this is the case then the Keeper is not liable for any PCN only the driver.

    This definitely needs more work before it goes off.
    Try the Breaches paragraph and include a GPEOL .
    You may want to see what other things people appeal on too.

    I think you need to be doing a search on CPM appeals that have been given the OK by regulars previously and use one of those as your starting point. To me yours is a mass block of text, and we have loads of these daily to plough through; it can be Groundhog Day going through them, sometimes we just can't trog through yet another one at times.

    Leave out your opening 'story' bit. Double Yellows are road paint on private car parks, POPLA have never made a decision based on anything to do with DYs.

    You MUST get in a freestanding paragraph on no GPEOL.

    Thanks for all your responses. Unfortunately my draft has downloaded without spaces so it does look like a mass of text but is quite neatly set out with headings. There IS a paragraph concerning GPEOL and although it looks lost it is very clear as a separate paragraph in the draft. I knew from all the advice this was the point that won most cases. For the record the parking event took place on private land (a business park) and although next to the railway is not owned by the railway. I've trawled through a lot of info on the forum but I haven't found drafts that HAVE been approved to use them as a basis for my own appeal against CPM. Consequently I've taken what I consider to be the most relevant bits for my particular case but opinion is that I've not done a great job. Could someone please indicate where I can find an APPROVED draft appeal most relevant to my case with CPM. As always your help is much appreciated.

    Here's a few to have a look at - and all from the past 4 weeks. Have you used the search engine with just 'CPM' in it, or perhaps 'CPM POPLA'?

    plus nobody is going to do the work for you of finding an approved appeal to match your circumstances, not unless you pay parkingticket appeals to do it for you ;)

    as for formatting, copy and paste from notepad onto here, not word

    I'm currently redrafting my POPLA appeal in light of all your suggestions. One question - I can provide photos of the entrance to the one way street which shows NO warning notice of parking restrictions and I can also provide a photo of one of the standard PCN signs parallel to the road itself. Is this something I should do to support my case or best left to CPM to supply to POPLA when requested?

    add them to your popla appeal IF they support your case

    the PPC may give incorrect pictures, pictures of the wrong car park, all sorts of errors (see pranksters blogs about highview and their inept evidence)
