Far better to take details and report it to the ambulance trust.

I have done so twice with bin wagon drivers, in both cases I was informed they had been put back onto collection and were no longer driving the wagons.

IIRC the Emergency Services were exempted from the law on this - Or was that just the police?

If she'd have been on a shout/blatantly obvious work related I wouldn't have batted an eyelid, but it was in between traffic lights, on an IPhone (which I'm assuming isn't a works issued phone!!) on speakerphone held in her hand and was having a right good laugh with someone on the other end (so assuming non-emergency work related) and I do wonder how many incidents she's had to attend (RTC wise) that have been caused by mobile phone use.

Oh, and I have reported it to the relevant trust

and PlymouthMaid, it REALLY bothers me, but there are that many doing it round here I kind of ignore it now and just watch out for the next stupid thing they do (riding a motorbike you tend to see far more than in a car and a good stare at them at the lights tends to have most of them look VERY embarrassed and put the phone down).
Funniest one the other week, car sat next to me at the lights, wonderful person on the phone, lights change, driver misses it then pulls off, was so busy talking on the phone didn't notice the rather large police car behind her, oh how I laughed as the blue lights came on
