They should be clean when you move in and clean when you move out.

Same for the garden, neat and tidy when you move in and neat and tidy when you move out.

It's a bit mean to assume that the tenant would ask the LL to clean the bins every time they're dirty. This initial request has been made when they've just moved in. I would expect things inside the house to be clean and, depending on how grim the place was, I would definitely ask the LL to come and sort it out/send a cleaner.

Wheelie bins can be plain disgusting and cleaning them out without a hosepipe is a pretty horrible job. I would be particularly annoyed about having to do it if I'd just moved in somewhere and it wasn't my mess. I just try not to touch mine at all tbh...

Maybe the OP should be happy that they seem to have found a clean and tidy tenant that wants to keep the property at a high standard.

I am a LL and I have had a request from my letting agent. A new tenant has requested that I pay to have the three rubbish bins (garbage, recycling and green waste) for the house professionally cleaned at a cost to me of £30!

Would you ask for this and more importantly would you expect your LL to pay for it?

Absolutely. So you are happy for them to line your pockets with hundreds of pounds a month and you don't even want to part from a one off £30 cleaning bill? Put into perspective and stop being wet. Astonishing complaint!!

Thank you for your opinion, if your read my original post again you will see I was not complaining I was asking for others opinions!

To put this into context, these are new tenants, they were the first people to view the property which is in excellent condition and 10% below market cost for the area (I do this to keep a my properties filled).

They moved in quickly at their request after the last tenants left and I had only three days turn round time, the bin was not emptied from the previous tenants as the day they moved in was the collection day.

This has been there only request so far. I offered to go and clean the bins myself if they left them empty, there is a garden tap and a hose, and garden access without entering the house so this would not have been difficult. They have decided to do it themselves.

Of course I like the tenants to be happy in their home, I was interested in other peoples reactions and I certainly got a mixed bunch of those.

    Thank you

As a previous tenant this request does seem rather strange but as others have said wheelie bins can become disgusting - after moving into one place, the wheelie bin which was located outside the front window was full of maggots and all sorts. I cleaned this out and didn't bother my landlord.

However, if you are down London and its boroughs then I would expect everything to be perfect. Why? Because of how much the greedy landlords charge in rent! A small two bed house where I live is £1300 a month! If I am paying a premium rent then I would expect a premium service just like in any other situation.

Jesus, what is wrong with people these days? Is it really too much effort to clean your bins and take responsibility for your own things?? I know they're renting but so am I and this is my home that I take pride in, just as I would if I had bought it.
I thought that's what normal people would do as well.
