Where did the OP say he's a leaseholder? He says he bought a house, so it's much more likely to be freehold.
He did not, but he did say that the estate had a managing agent. He may therefore be bound to adhere to some T&C promulgated by a Residents' Association. If he is a member of the RA he can try to change those T&C at a AGM or call an EGM.
It does not alter the fact that he is trying to move the estate down market, allow one van in and others will follow.You never know how far you can go until you go too far.0 -

How has a lease vehicle morphed into a van? I have a company lease vehicle - a VW Golf GT - more commonly known as a "company car".

In post number 1 the OP clearly admits to the ownership of a van. This is what he says.

The missives for our estate ban the parking of commercial vehicles ... doesn't stop any of the tradespeople that live on our estate from doing so though. The reality is ... if it doesn't cause any inconvenience then what's the problem?0 -
I once purchased a disintegrating house from a daft old git. The next-door neighbour said he was glad to see the back of stupid old mitherer who had once complained about him (the neighbour) parking his work van outside (on the public highway)! Said neighbour's response was to come home in the company JCB the next evening....Je suis Charlie.0

If there is an RA, and if he joined it, and if he signed up to its T&C's. We're just guessing.It does not alter the fact that he is trying to move the estate down market, allow one van in and others will follow.

Of course it's unreasonable. My neighbour is a roofer and his only vehicle is his works van. My neighbour but two is a builder and his only vehicle is a works van. Them parking their work vans outside their houses hasn't created any extra crime nor has it dragged the area down.
Where would you suggest they park them ?
It's only blinkered snobs that think commercial vechiles drag down an area.
