Flight wise, ITA Matrix (http://matrix.itasoftware.com/) does this.
You can search for eg the cheapest flights covering stays of between 7-14 days in October flying only Oneworld alliance airlines.
Very powerful tool.
Think it may only cover scheduled flights though.

also the 'it said XX price and when I clicked through it was more'. and 'no one said the hotel was aimed at (delete as appropriate) 18-30s/families and we don't want that but they say it's too late to change it!'
