    Åland is indeed part of the EU. However, it is outside the EU VAT area, as are all the other places listed above. The islands even have their own mobile network: http://www.gsm.aland.fi/

    I saw that (with regard to VAT), but I wouldn't think being out of the VAT area would result in them not being in the EU mobile rates area.

    How about "roamer" for ios and android, far easier, cheaper with many more countries included.
    I'm not a rep or anything, but seeing lycamobile mentioned on the toggle site was enough to make me dig for other raoming services...

    You're correct. Regulation (EU) No 531/2012 applies throughout the whole of the European Union and the European Economic Area. The level of VAT (if any) subsequently added to the regulated roaming prices is irrelevant.

    Roamer looks like an innovative and interesting service. However, it doesn't eliminate charges for incoming calls. For incoming calls when using a foreign SIM card, I use a free Flextel 070 number which can be diverted for free to almost any mobile number in the world. I put a temporary voicemail greeting on UK number telling callers to dial my Flextel number. I can change the destination mobile number whenever I want using their iPhone app.

    For outgoing calls everywhere, for which I can change the outgoing caller ID, I use FreeVoipDeal which also has an iPhone app.

    Roamer looks like a good option for some but it does require you to purchase (and keep and manage) a local sim for every destination you visit. In some countries these will expire after a few weeks meaning you could lose unused credit. Toggle will let you manage up to nine countries (if one of their destinations) on a single sim which can be kept alive with a single text every 90 days. That might be better for many people going to several different toggle destinations in the course of a year. Also you can arrive with the toggle sim ready to go at airport which will be a plus for some who need to make calls straight away. I can see arguments for both (or even a combination of both!) in different circumstances.
    Just because somebody is certain doesn't mean they are right!

    Roamer looks interesting, but you can set up this sort of thing (double call forward) yourself using various VoIP brands e.g. Localphone or most Dellmont

    It will presumably rely on having call diversion available on the home SIM card, which doesn't happen with all payg, and it will use either inclusive minutes or cost something. So not really worth bothering for incoming calls in Europe, which will be free on the main SIM from a few weeks time. Free or cheap already on e.g. Toggle or Vectone

    And separate callback could be used for outgoing calls probably cheaper than Roamer, whether with UK SIM in Europe, or local SIM anywhere.
