Rights on Ebay/Paypal not refunding and bank not getting involved?

Basics are, bought a pc and as I have returned a few items in last year including 1 other faulty product Ebay banned me as they saw it as a lot of refunds in a year being suspicious, I was later banned from Paypal for same reason.
Ebay closed an open case in sellers favour saying I am no longer covered, Paypal wont even open a case saying I am not covered, bank refuses to get involved unless Paypal sends me a letter stating why I am not covered by them and even then has a little chance of getting money back.
Just wondered my rights on all this?

Yes I am not stupid, no need to list other 2 threads, and on one thread it was said I would get better advice on another section.
If you are asking what got me banned it says in the first post here that they thought I had too many refunds, or is that not clear for you.
Instead of posting links to another thread, how about advice here since this is talking about next steps.0 -

What are you trying to achieve? You want a refund for a PC you bought? Why? Is it faulty? Not as described? You've changed your mind? Was the seller a business seller or private?
