Yup - Check valve I think - or an isolator/ballofix valve - is there an elbow going into the wall after it?

Put the outside tap back on (!) and then try and reach the check valve to be able to give it a tap with a hammer or head of a spanner. (This sometimes releases the spring - bet it's been frozen)
If you can't get the back of the mug cupboard out you may be able to reach from underneat having taken the kick boards off...

Either way you need to ba able to get at that valve/isolator.

Are you sure the back of the cupbpard isn't removable/has a hole in it??

I'll have a look, problem is it's not our house. Easy option is the mixer tap hose connector
