The OP may have been unlucky - I suspect this one is a case that someone has decided "something must be done" - the road is a cul-de-sac yet has yellow lines (in various states of disrepair) right around the end - which seems to have a pedestrian cut through to a pre-school and primary school.
The times on the plates for the yellow lines are Mon-Fri 0800-0900 and 1430-1630 which look very much like a message to discourage parking for drop off / pick up at the schools
Asking Mr. Google suggests the council have been involved since around 2007 when they extended the parking restrictions to allow more room for turning as a safety measure0 -
So if it's Council decrim parking there, why was a PCSO getting involved in a civil matter of a driveway which isn't their remit?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not in my road they don't! They merely create a hard standing for one car but the stupid dropped kerbs are so close together that there's only space to park a toy car in the gaps. Pathetic and selfish I think, seeing as my road and the general area saw off the Council a couple of years ago and stopped them putting in a parking scheme, but the idiots that live here just panicked and threw money at dropped kerbs 'just in case the Council impose a parking scheme'. Daft.

Because a lot of forces gave powers to pcso's to deal with obstructions. Presumably because they're on the spot so to speak.

Question for the OP I see there is a local pre school along a footpath from that close, is there a problem with people parking whilst picking up/dropping off kids?
May explain the presence of a PCSO if residents are complaining, looks like it could be a NIMBY case!0 -
Seems to me that we are unable to help the OP constructively as we are just speculating and taking positions as to whether we think they are hard done by or an inconsiderate parker.
Seems that there are things going on behind the scenes with mums, schools, cars and residents - a common situation all over the UK.
I guess it depends upon whether you are the victim of obstructive parking in the past or a parent who wants to protect their kids and ensure they get to school safely.
Personally - been both and my views change according to the situation !!!!!!!!!!!!0 -

It is 3-rd year we parents use the Northbourne close to park cars for to drop off kids and never had any issues. It seems to me the PCSO were there and was telling parents not to stop but could not reach me because he was at the bottom of road.
I am sure even if I stopped here or here he would give me a FPN leading me to think he does not fully understands what he is doing. It looks like he has been ordered to go and "satisfy" residents of the close which looks like raised it before.
Does anyone know if there is a mechanism to influence on the PSCO issued the FPN and get a clarification/justification by complaining to the police and maybe canceling the FPN?
BTW I am still waiting him to contact me.0 -

The original drive way in front of the dropped kerb can clearly be seen in the photo and the kerb is clearly higher in front of the limo.
I still don't think £30 is worth a fight in a magistrates court tho!
Finally, did you not realise you an stop on a single/double yellow temporarily (as long as there are not kerb blips as well) to assist a child into premises? I find it odd that people avoid yellow lines like the plague, when in fact they don't have to if they know the Council PCN rules about assisted alighting (Google it).PRIVATE 'PCN'?
