To be fair to the OP, whilst the owner of the house has turned his entire front garden into a drive / car park, if you look closely, it doesn't look like there is a corresponding dropped kerb along the entire area, especially in front of the limo where the car was parked.0

If you look at the image on Google Maps you can see that there is an area which is dropped in front of the garage (with the drain in front). The rest of the area in front of the block paved area where the limo is, is just a low curb, there is a noticeable difference in height.0 -
But there is no footpath that the limo owner could be accused of driving on to get onto his drive. It looks as if his property extends right up to the road.0

Don't forget this is a FPN, there is no appeals procedure as such. You either pay or take your chance in a magistrates court0

There is a problem with school traffic on that Close - it was subject to a special meeting just 2 weeks ago.

So, that Close and school traffic will have been discussed and a solution implemented ..... e.g. ticketing.0 -

That's as maybe, but the OP isn't blocking a dropped curb or drive way and is parked, what looks to be legally if not courteously, on the public highway.0 -

It can be discussed and conclusions they come to should be backed by a law. So if that is true anyone can claim front of his house as a driveway even if it is behind the fence.0
